If they're not capable in scripting, why are they on your IT staff?
Seriously, if you're so inexperienced in any kind of scripting at all that you can't figure out PHP in an hour, what good are you on an IT staff? Your usefulness is pretty much limited to rebooting Windows servers, and you're probably being paid too much.
