From the dhcpd(8) man page:

Note: We get a lot of complaints about this. We realize that it would be nice if one could send a SIGHUP to the server and have it reload the database. This is not technically impossible, but it would require a great deal of work, our resources are extremely limited, and they can be better spent elsewhere. So please don't complain about this on the mailing list unless you're prepared to fund a project to implement this feature, or prepared to do it yourself.
God I love open source software. That shit is priceless, and is commonly referred to as a patch-or-fork response to bitching and moaning from people who are using free software in the free beer sense.
Free-as-in-free-speech software is free to be updated by whomever wants to update it. That means that if you have a problem with it, you're openly invited to fix it yourself. Unless you're not prepared to do so, in which case you're openly invited to either shut your mouth or open your wallet and pay for something else.
Long live the techno-hippies.
